In July 1995, Mr. Fu started his work with Taiwan’s Bureau of High Speed Rail (BOHSR) of the Ministry of Transportation and Communications (MOTC). During his 14 years of service, Mr. Fu devoted himself to the execution and supervision of the Taiwan Southern and Northern High Speed Rail (HSR) Construction and Operation Contract, displaying outstanding leadership, innovation and determination in overcoming challenges.

The HSR, which had NT$460 billion invested by the private sector and NT$10.5 billion by the government, was completed in 2006, and has served over 100 million passenger trips up to the present, shortening the distance between the Taiwan’s north and south. It is the first major public construction project in Taiwan to adopt the Build, Operation, Transfer (BOT) model which will be used as a reference for the promotion of future BOT projects and has increased local competitiveness making Taiwan enter a new era in its economic history.

In December 2008, his outstanding performance in construction and business management was recognized by the Taipei City Government when Mr. Fu was promoted to become Deputy Commissioner of the Department of Rapid Transit Systems (DORTS) where he is now responsible for the supervision of financial management and land development issues. In the almost three year period since then, Mr. Fu has brought his talent and professional skills into full play in his work, and has created number of outstanding contributions.

In 2010, Mr. Fu successfully promoted the joint development of Zhongxiao Fuxing Station and its combined operation and won the honor of the 8th 2010 Golden Thumb Award from the Executive Yuan, not only creating a triple-win situation for the government, operator and consumers, but also increasing social, economic and financial benefits. Under Mr. Fu’s extraordinary leadership, the MRT team again won the FIABCI-Taiwan Real Estate Excellence Award which is one of the highest honors in the nation’s architecture industry, including the T9 JD buildings at Songjiang Nanjing Station—Gold Award for outstanding planning and design; JD project at Xindian Depot—Gold Award for outstanding planning and design; T2 JD buildings at Daan Park Station won—Gold Award for outstanding planning and design; and the JD buildings at Zhongxiao Fuxing Station—Gold Award for best building management and maintenance.
